As far as I understood, from this video, is that you're helping the law while working illegaly at the same time.

Only explanation I can find to this, is that you do contract-murders for the government.

It's roleplaying.. things don't have to be fully realistic.. Besides, some people who help the law also do illegal things on the side in real life.. I think it's a great faction and a great idea, making cool stories.
