Maybe, if that panel was rated for 180 WATTS (or more) and it was real sunny..
It's easy to make a net-meter show power going out to the grid,
just go around the house and turn everything off.
So, if the inverter was making 10 or 15 watts, it would go out to the grid (since all your loads or off-line)..
