It was a boo-boo. People are allowed to make boo-boos. I've heard Chancellor Merkel called the President of Germany, and I've heard many people say "President of England/The UK/Britain".
The only criticism beyond calling it a boo-boo is that a President tends to be Commander-in-Chief, Head of State, and Head of Government, while a Prime Minister usually shares these powers.
