So tell me why we had to wait three years from 1989 until 1992 for the first Rescuers to be available on video?

Because "The Rescuers" was re-issued in theaters 1989 to promote "The Rescuers Down Under" in theaters 1990, and so they decided that was good enough. So then, since the sequel came out on VHS 1991, they thought that was also good enough. So, that's why they waited until 1992 to release the first movie on VHS for the first time.
