I don't know about florida but here in TX its illegal to catch gamefish with a casting net but the mullet they caught are typically used for bait and that's not illegal. I cast for shad all the time and pull out tilapia like that every now and then.

i think i know what lanarrius means ducatie, some brands of cast net have a really short string regardless of size like my first net, a five footer barley hit the watter when i would cast it off the pier yet ths one guy with a 5 foot net could cast his out further than mine and could still scoop up the fish

In Hawaii, the mullet was considered Kapu, reserved for Kings and chiefs. Women were not allowed to eat it and if a commoner was caught with mullet, penalty was death.
