Van Damme's size is possible without steroids, and he probably doesn't need them because he's been training for decades and was a successful athlete long before being an actor, but that doesn't mean that he doesn't use without a doubt.

Just like Mr. Universe winners don't necessarily use more than, say, a pro basketball player. He just trains very differently.
