It was because his mother had twins, and they couldn't decide who would take the throne ... so they had to get rid of one, so to speak. So they randomly chose a brother and put him in a mask and threw him into exile. Nobody even knew that he was alive, let alone the king's twin brother.

The part you refer to was a Phillippe scene. Louis ordered him back into the mask, which led to the heroic rescue at the end of the movie.
