Pikes and Shot: Pikes for defense and Shot for offense. Also, yeah, it's the attacker that get's the region. Sux. Made me attack many many times before I was ready. BUT, am able to sneak a region or two away from allies every now and then. This effect negates the entended siege technique unfortunately.

you may have to wait till you take over the town center before ending the battle. Choose 'continue' and wait 30 seconds till you capture the town, then end the battle. See if that helps.

Heir in Rome total war same thing happened to me I had a city rebel for absolutely no reason and it gave the rebels this gigantic army with experience and freaking lord of the rings elephants. So the bruti came in and attacked it even though they had no siege equip so I carried the battle and the bruti received one of my economic rocks

Rome actually does work that way. You lay siege -> the allies comes to help you -> they attack -> the city becomes theirs.
