It isn't a big budget, it's a canned, cookie-cutter commercial where everything was filmed once and Shatner only had to sit and re-record a dozen or so firm names at the end (notice the break in his speech to allow the edit). There are a number of these on YouTube, all firms had to do was pay to have him say their name and get the existing commercial. But it fools people!
