Why arn't all the rooms sound proofed in the first place? If the building was created for musicians to live and practice wouldn't they expect some sound?

Completely unfair!!! What kind of profit driven double standard is this? If it was originally intended for musical artists, and it's STILL to this day titled as artist housing, then this shouldn't even be an issue. It should be the other way around. Threaten to kick out the complaining non-musicians.....!!!!!
