YOU ARE 100% CORRECT!! This is why when I train drivers they get the 'wake up' call. My classes are like nothing they will ever get from other instructors. I focus on them and their attendants, showing them in terms you can't ignore, what they are REALLY doing. I go DEEP!

The school system is too at fault by contracting with these companies and not assuring that they are meeting the safety standards. You are probably fighting against big money and political favors here. Stay safe and aware. Just a suggestion, perhaps the hall of records might have some juicy info on these contracts. They should be open for public scrutiny.
It starts at the top. The management does not oversee that the employees are A) trained properly, and B) They probably underbid the busing contract and want to save money by skimping on safety and maintenance. This is deplorable and should not be acceptable.
