If you were to buy the kit from Engel, you'd be around $2500 for the kit itself with shipping from Germany plus your time to get it together.

If you want to get into this world, start with a beginner's kit or a pre-made model so that you can understand how they work before you go out to build one yourself.

In your opinion, whast the point of having dive planes if it can submerge/emerge with tanks of air? Is it really for looks, and scale feel? or does it genuinely help the sub perform? (balance?)
Dive planes are necessary in order to maintain precise control of the model's depth and pitch. A neutrally balanced sub can be at nearly any depth, but dive planes allow precise control at even low speeds. Dynamic divers are harder to maintain depth with as you are constantly fighting against the model's tendency to want to rise and have to travel quite quickly for the planes to be effective at all. The masts on the top of the conning towers (or sails as they are called) usually include two periscopes (search and attack) as well as various radar and sensor arrays.

This kit was bought used with the TAE running gear. The kit includes everything that you need to get it wet except glue as far as I know.
