Tiers are a complete matter of popularity and opinion. Different people have different fighting styles. For example, most people consider Meta Knight to be "the best" character or at least one of the best. Whereas I, someone who repeatidly pummels level 9 cpus as an easy way to practice, am better with Yoshi, a very low Tier character, than MK.
As for HRC, meh, I've never taken the time to learn how to do it properly =P.
I man both Dedede and R.O.B., they do NOT suck. Dedede is actually a fat dodger for his size and R.O.B. can live longer than even Bowser due to his amazing recovery. Many of his attacks are also stronger than characters like Charizard.

I'm actually pretty bad at this as Sonic. Which is ironic being that he is my third best character after C. Falcon and Kirby. (Yes, I main Kirby).
