The song could be about falling in love with Rome.
The end is important- just after the "spreading your legs" part, Morrissey suddenly comes back to "Walking through Rome". Now his love to Rome is complete and his "heart feels free" - he has found his home ("penetrated" it).
Or the lirycs are about love in general, to a person, to a thing... Morrissey is just great.
Being a massive fan of Morrissey and loving alot of his work, I have finally decided that this is my favourite song of his. "The heart feels free" bit near the end of the song his voice is mesmerizing. So beautiful. I personally think this song is about his celibacy.
For me, this song is about love (more precisely sex) with someone you want. Explosive kegs between the legs, spreading your legs with mine etc. asking god for help, if i could i would help you (implying he is asking why God isnt helping him now) at the start he is lonely, heart on a string, after he spreads the legs, he walks through Rome but his heart is free..ie complete, ie, mission accomplished!!...well thats my idea anyway!!!!
Well I think it is more about feeling guilty to your own feelings and asking forgiveness to what you have done. The person doesn't feel regret. He just wants to conciliate his sins.
