Here is how The Mandate Should be. Every Vehicle is to be equipped with an Electric Motor and improve MPG to at Least 35 MPG. Trucks and SUV's alike except for Heavy Duty Work Trucks. This will increase Lithium and Electric Motor Production by 200% by 2020.

I hope the President also has a new, dedicated funding stream for the Highway Trust Fund as this mpg fuel efficiency standard will render it completely insolvent. While he's at it, the President could also propose to the automakers to tap into the passenger rail industry and add to their automotive services some electric-diesel engines and rolling stock to create an underserved, potentially lucrative transport market of intercity rail, high speed, commuter and transit lines.
