When I was a kid I used to flee the room whenever these came on. They scared me. I just saw a real EAS alert (not a test) saying there was a tornado watch in a neighboring county. It's the first time I remember seeing an actual alert, not just a test.

It wars for over 80 possible events both weather and non-weather related, the Federal EAS has never been activated, but State and regional EAS activate all the time during storms or disasters. There are also required weekly and monthly tests, which this is one of.

Good News Everyone! I used several programs to "crack the code" used in this specific EAS message. Using this guide, you can decode any EAS message.

Convert the video into a WAV file using WinFF, clip all but the SAME code out using Audacity, then use SeaTTY set to NWR-SAME mode to see the code.

In this specific video, the SAME tones encode "ZCZC-CIV-RMT-042000+0400-0181­405- 0000000-____"

I will be doing an informational video on the EAS pretty soon and will detail my process in it.

This year, or next, there will be a NATIONWIDE TEST of the EAS system. The FCC is planning to implement new rules that will test the presidential messaging function of the EAS once a year. This means every TV, radio, and cable head-end in the US will simultaneously broadcast a three minute Emergency Action Notification message...as a test of course. I'm looking forward to getting a video of this!
