The standard by which a subject succeeds or fails should be set clearly at the beginning of the test, and stuck to through the actual test and test evaluation. For the purpose of the test they completely failed.
To get within 20 metres of the spot, the acceptable area would be 20*20*pi, or more than 1250 metres squared. So to pick a spot randomly you would have a chance of about 1250 divided by the total area of 4500, or 28% chance.
However it isn't completely random. Some areas would be more likely candidates. For example freshly turned soil with markers is more likely to have a recently found body than say old paved ground.
