I don´t know about "over there", but here in Norway anyone with drivers licence knows the only trick in the book is to steer and brake, in that order. -Not enough traction to stop or to steer and brake simultaniosly. Once said, what about adjusting speed to road conditions??

Not if your wheels are already stopped. Those fools already had mashed the brakes, wheels locked up anyway. If you put it in reverse, you may spin and burn a bit, but its not the same as going down the road at 30MPH and suddenly trying to back it up.
