A parallel: A CEO from GE moved to Life Technologies- GE has aspects of what LT does, the CEO understands the basis of operations, but the job of a CEO doesn't especially change because the nature of the company does- his job description is still the same. As is an accountant or janitor.
Having a background of mergers and acquisitions for a fortune 500 Company, I can see and even validate your opinion. However, even in enormous corporate mergers and acquisitions the failure rate is very high without consulting the new acquirers for several years after a transition. Its doable, just nonsensical with the vast options, other than Mr. Blair, at hand.

Is it intelligent to hire someone to head an agency that does not understand Intelligence? How can anyone move from another line of business and head a completely foreign one to his understanding? Repulsive.

The new hire does understand the agency, but is not in the currently in the agency. He is more of an outsider.
Much like you are an outsider of particular organizations, but you entirely or partially understand what the organization does, need, and stand for.
