Great idea, I could see this becoming a standard part of a resume. But I think the average short attention span of people needs to be reflected in a shorter video, probably between one and two minutes.
I think video testimonials as part of the video would be very powerful, I would almost liken it to links to your website in terms of Google love, i.e. here is someone else confirming how good you are. And to get someone to act in a video they really have to like you!
