In Sonic Labyrinth (which may actually be worse than this game, as I'm about to reveal), Robotnik/Eggman takes Sonic's shoes away and replaces them with weighted ones, so he goes slow.

Why he hasn't done this again, I'll never know.

there is another inconsistancy with this. In the future, Iblis was terrorizing the future when Elise died in the egg carrier. Iblis did not die with her that time. And if elise survived, the world would be mores screwed anyway. "iblis cannot be released until she cried, or died" i dunno, but he didn't get out as soon as the egg carrier crashed. This "concept" is quite overlooked,the inconsistancies are always there, its best not to think about theories. The world is doomed anyway. Thanks, game!
