It's up to drinking establishments if the benefit of someone's custom outweighs their "anti-social behaviour". There is a disadvantage to letting people go willd in their pubs, ie. losing customers.
About the policemen being above the law, here's the definition of a dictatorship:
In contemporary usage, dictatorship refers to an autocratic form of absolute rule by leadership unrestricted by law, constitutions, or other social and political factors within the state.
So letting law enforcement be above the law is diabolical and inexcusable. I don't know who that man thinks he is.
