That is not Outlands, maybe it looks like Outlands but Outlands is a real place from The Burning Crusade, what u have found is a easter egg, all the games on the world have easter eggs, that are secret places or things on the game that the maker special did, you're place is under deadmines, i was there too, it is not Outlands!

ITS NOT OUTLANDS, u can always just be bugged and fall through the map- if u make a private server-- then u will always see that this is just the ground underneath the map
To get there u have to be a mage go into the dead mines instance and blink out of the instance and use feather fall at the part were he jumped u have to use it twice then swim a ways up and boom your done
its prob just a random area where game devs test models
