He's with someone new, but whenever he kisses this person ("he"), he reflects on his old partner ("you"). The singer is basically saying that his new boyfriend/relationship is sweeter than his old one, which should make it better...but it also reminds him of the person he broke up with, even though that old relationship probably wasn't very healthy.
