Don't be too confident of that - let me ask you: was there no CDF? How about county council? How about constituency? How about district administration? Provincial administration? Are those not current devolved governments? Why are they not helping? When is the last time the DC or PC or MP visit Maralal town to assess situation? Do not be deceived: devolved govt will NOT deliver Kenya.... but create more opportunities to steal.
