I'm all for giving irresponsible and selfish dog owners a dig in the face but in this instance you were firmly on the dog's territory and it was defending it by probably barking even more.

Yes, people have called the police. I'm not doing anything illegal, so I'm not worried. It only takes a minute to record a barking dog, so I'm usually gone before the police would arrive, anyway.
In any case, I'm the one who calls the police. They will come and give a warning to the owner who leaves his dog at home to bark.

First try to talk peacefully and politely to the dog owner... when they don't handle it well, start speaking to your neighbours. Then make up a petition, ask them to sign it (your name must be first) send it to your local police/council. You have to speak politely to the owner FIRST. This establishes credability for you.

If I'm playing my music too loud and someone asks me to turn it down, I turn it down. What's the big deal? You know your dog is barking. There's a million ways to stop it from barking. Don't be a rude dog owner who let's your dog bark.
