It was funny in the episode with the dating service company where they had to catch the thief-woman in the social club, he pretended to do a posh British accent. It's ironic for a British person to play the role of an American who is 'trying to' achieve a British accent. :D

He would have had his Welsh accent hammered out of him in drama school- they only started going for accents when I recieved my drama training, but at the time when he trained it was bad to have a strong accent as they felt it could limit you in terms of casting, especially if your accent is so thick that you can't do any others ... plus no disrespect to the American Audience but I doubt they'd understand his Welsh accent anyways. That's why Catherine Zeta Jones has lost hers too (also training)

Doesn't matter if he went to Cambridge or not. The part of Wales that he came from does not have the same kind if welsh accent as other parts if Wales. Chepstow the town that Owain comes from is a very close to the border if England and their welsh accent is totally different from someone who comes from Cardiff for example that said he is very much Welsh as Welsh as Tom Jones!
