The Gnome is right on -- community-based planning is needed. I would disagree that this should be a series of short-term plans -- this would lead to political manipulation. Better to have community consensus on a long-term plan AND LOCK IT IN so it can't be changed. Look to Lodi and Davis to see how it's done.

What will the avarage house owners in the us do when the fuel prices increase, and cars will be for the rich only? There are no trails for trains or buses!?! Millions of people will be unable to do over 10 miles a dey to arrive in the city. Sorry, I don't understand American way of thinking.
