If you have a wireless connection you can. there are A LOT of unsecured networks and wifi hot spots if you live in the city, so if you want to chill out at mikie D's and they have wifi have fun with your iTouch and your mcdoubles *great food*

To have connection to network you have to be connected to wireless (Wi-fi) . In centers of cities is lot of FREE hotspots with u can connect to them and use internet . If you are in train you cant use internet in Your iPod ... LoL but if the train have Wi-Fi Router than u can use , but that's not so sure that the train will have something like this lol :D .

So at last . You need to connect to Wireless to have access to web .
