i think is went u play the game for the first time and not straeding the gameover and over
u can fight numberman again in town 4, in the end of the game u get towncard or something and there he is

Wow. Higsby has the twitchy eyebrows of doom that Classic Wily has.
He's also a better programmer, as Number can actually MOVE. I guess that proves that Capcom DID want Number as the first boss in BN. Why they changed it up I'll never know.
