No, I think they reorganized tiers in this game! Kohaku is AT LEAST in the top mid-tier now. I've seen Kohaku dominate in full style too! She doesn't even need Hisui anymore. As a Kohaku fan, I must say it's about damn time!! Her mixup game can now be a serious threat in tourneys. I am so getting this come August!
Its a combination of Reverse Beat (strong attacks to weaker attacks = quicker recovery time at the cost of a lower percentage of damage for a short period of time) and the high hit combo (the higher the combo, the less the amount of damage you inflict).
Yes, Kohaku is top tier. Half-moon is top tier and her crescent and full moon modes are mid-top tier.

Why is it that in the middle of Kohaku's combo that would have VERY likely killed Akiha in the second round that it stopped doing damage clearly?
Also I don't think Kohaku is TT in this game, Maybe KAZ is just that good...
