To do this you need to save the game at the begining, then progress until the Lethe River (the River where you find Ultros the first time), there, begin to loop infinitely, only killing monsters and gaining exp. When you get to level 99, kill yourself and then you will come back to where you saved, the begining, and as you will maintain the level, you'll be level 99. (;-D)
Tricks: If you're using an emulator, you can save states until the Lethe River, and use the Fast Forward + Turbo Button.
Technically he did not cheat. All he did was progress through the game normally until Lete River and used that (and probably other) spot to level up to 99 then killed himself thus resetting the game but not his level.
When you die, the game start automatically with the last save and the game keeps only the stats and lvl not the steps...so its normal that he have only 215 steps. With my emulator i played since kefka tower using only the speed save (from the emulator) and when i died the game bringed me back to the last save point maded in game (near figaro) with the lvl 99 but the steps were reseted....so i don't know if it could proove that he cheated.
I would not advise doing this. You will miss out on getting status boosts from Espers later in the game. I you want to max your characters then do not do this.
There's an additional exploit in the GBA version that involves quick-saving as well as using this exploit to actually get Terra better stats with a lower level, the concept is pretty much the same though, but the GBA quicksave exploit gets you a lot better stats in the long run.
Okay, I saw the SNES controller, and it looked to be a turbo one, so I can understand that one. But I read reviews of the GBA FFVI, and it specifically stated that you can't employ the turbo glitch.
I mean, I'm not above a little riverleveling, but really, did you just mash the button for a few days straight, or did you actually go out and level to 99 solo in the forest? Either way, you're crazy, and I respect and fear you just a little.

True, you preserve your exp level after death, but you still lose all level up bonuses from espers, so even though you're at...say... level 80, that is the default level 80. I learned that the hard way when level grinding in WoR and accidentally died without saving. Because of that, my character at the time never reached 9999 HP.
Combining the days I really spent on it, about 3 days. The first two was spent leveling on the river. and the third was spent playing it thought to the dinosaur forest. Again, I did NOT cheat.

@thwyter I wouldn't really say its worth it to be honest, its kinda neat sure, but it takes the fun out of the game to me, to each their own though. I certainly wouldn't take the time to do this, I actually like leveling up and getting stronger each time I play the game. Interesting find though.

It's not fake, but it is a colossal waste of time, and gimps your characters anyway as they won't have esper bonuses for any of their levels.

Also, if you went so far as to do this, you should have never saved at all so you can exploit the trick that resets your levels. Max out your stats..

I saved in the Narshe Mine.
I played the game NORMALLY without saving.
I did a bit a leveling on the river,
I reached level 99 in the World of Ruin by fighting in the dinosaur forest.
At that point I purposely died which bought Terra back into the last save point that was recorded - the Narshe Mines.
There is no real trick to it, it's just take time to do it, but is worth it so every time you play, you don't have to worry about leveling.

Oh my. The entire game without saving? I suppose it's not the HARDEST thing to do, but it had to have been tedious as all hell.
I guess, then again, you could've just shut off the TV to take a break etc.
