No, I don't think so. Toyama is the most rural prefecture and out of the 60 ALT's or so that I know, only about 20 have cars and it's because there's no other way to get to all of their schools. I think that it's far more likely that an ALT will be placed somewhere with relatively decent public transport. With Interac you get your travel expenses back so your not out of pocket!
