There are two different girls. Yuna and Lenne. Lenne is the one with the long hair. Lenne and her lover, Shuyin, were killed a thousand years ago. Yuna (the girl with the short hair) found the dress that Lenne used to wear, and by wearing it she brings back Lenne's memories. I'm pretty sure that's it, might be a little inaccurate though because I haven't finished the game yet.
Btw there are 2 different guys as well. Shuyin is the 1 with Lenne, and Tidus is the 1 with Yuna. Shuyin and Lenne lived in a city called Zanarkand, it was destroyed in a war around the same time that Lenne and Shuyin were killed. The survivours of the city were sealed in statues 2 dream 4ever. The memories of the survivours created a dream Zanarkand that was based on the real 1. Tidus is a dream person from dream Zanarkand and he's based upon Shuyin who is a real person from the real Zanarkand.
