I did everything,patched the files everything else but when I go to Personalize>Themes,the theme doesn't exist,I put the downloaded theme into C:\Windows\Resources\Themes but still it doesn't recognize it.

@TheMegaGuard its in personlaization and colors thing when you right click on the desktop and select personalition . P.S. I suck at spellings . ^_^

No, you only have to shutoff the computer for the changes to take place, then you can download and install as many themes as you want.

ya i tryed downloading it and i did and when i went to go run it it would not work and it said Program is not runing correctly and it shuts off and supposedly my vista package is not right for it.

You must turn off UAC or Vista Glazz won't update your files correctly......but umm Vista Glazz only patches your files for Vista Themes, you going to have to go and get a different patching program to patch the files for Windows 7 themes, or you could just download and install Windows 7, cause it is good :D
