the cars it removed were worth no more than 4500 dollars... or the people would have just sold them. They would have been a money hole that would cost anyone buying them more money than they were worth in no time.. think of it as a blessing.
Not to mention that it will impact the used car industry by removing cars that would otherwise be re-sold from the market, and it also screws with the used auto parts industry by removing a huge source for used parts because the traded in vehicles are destined to be crushed/shredded. STUPID program

Cash for Clunkers is a horrible counterproductive destructive program. It's similar to the Bastiat's "Broken Window Fallacy".
