Franken doesn't seem to understand what Thune is saying. It's actually well-documented that most of the reforms in this bill, and almost all of the major reforms, do not start immediately. Thune should have made his point clearer, but Franken didn't need to be an asshole about it, especially since it's an accurate statement.

What Thune was trying to say is that "Tax Payer" benefits in reduction of plan costs do not kick in for 1800 plus days (not high risk pool spending). Medicare. It spends about 3% of its budget on non-health care expenditures. Private companies typically spend 25-30%. Long-term increases in health care spending have been much lower in Medicare than in private companies.
Also, before Medicare over half of seniors were unable to get health insurance in the private market. There's a reason for that.
The measure of savings cannot be bottomed on how little a system spends on overhead. Medicare seriously underpays doctors and hospitals for their services, which has resulted in many health providers dropping their Medicare patient load. The ones who still allow Medi patients make up for it by overcharging their private insurance customers (or going under). Throw in $60 billion/yr in fraud and I'd say you have a winning combination. If that's saving money, I want out of this game.
@Torpedo8 The point is, Medicare can spend most of its money where it belongs - on actual health care. Private, for-profit businesses have to sink a lot of its money into profits and executive pay. When Medicare saves money, the savings are passed directly through the system to the consumers. When private insurance saves money (by denying treatment to people in need) they pass the savings into their CEOs pockets.
And "underpay" is all point of view. Who gets to decide how much is enough?
When your procedure costs $300 and Medicare pays $75, Medicare gets to decide how much is enough. But costs are nonplussed by fiat rulings. If it costs you $20,000 to build a car and I offer you $5000/car, how long will you be in business?
That's the point, Medicare is deciding how much things cost, whether they're in the ballpark or not. Hospitals are closing, doctors are not taking Medicare patients - tell me how this benefits consumers. What do you save when you can't find a doctor?
If a procedure "costs $300", that's how much the providers are asking. And then Medicare has the right, power, and duty to offer a lower price. That's negotiation, and private insurance companies do it too, except they probably don't care to negotiate as hard since they can always make up for it by raising premiums or outright denying coverage - which they do.

Well I don't know if that'd work; there's a reason why health insurance was invented in the first place. It's not like people always have time, energy, inclination, or ability to shop around for doctors, especially in emergencies or in rural areas where there may only be one doctor for the whole town.

This estimate also came from the same office that got estimates wrong for Medicare, Medicaid, and SSI... just to name a few. The CBO has an aweful record of estimating new programs. The Federal government has no authority to make people buy insurance. The Constitution grants very limited powers to the Federal government --- very limited. Franken doesn't seem to understand what Thune is saying. It's actually well-documented that most of the reforms in this bill, and almost all of the major reforms, do not start immediately. Thune should have made his point clearer, but Franken didn't need to be an asshole about it, especially since it's an accurate statement.

Medicare. It spends about 3% of its budget on non-health care expenditures. Private companies typically spend 25-30%. Long-term increases in health care spending have been much lower in Medicare than in private companies.
Also, before Medicare over half of seniors were unable to get health insurance in the private market. There's a reason for that.

The measure of savings cannot be bottomed on how little a system spends on overhead. Medicare seriously underpays doctors and hospitals for their services, which has resulted in many health providers dropping their Medicare patient load. The ones who still allow Medi patients make up for it by overcharging their private insurance customers (or going under). Throw in $60 billion/yr in fraud and I'd say you have a winning combination. If that's saving money, I want out of this game.

@Torpedo8 The point is, Medicare can spend most of its money where it belongs - on actual health care. Private, for-profit businesses have to sink a lot of its money into profits and executive pay. When Medicare saves money, the savings are passed directly through the system to the consumers. When private insurance saves money (by denying treatment to people in need) they pass the savings into their CEOs pockets.
And "underpay" is all point of view. Who gets to decide how much is enough?

When your procedure costs $300 and Medicare pays $75, Medicare gets to decide how much is enough. But costs are nonplussed by fiat rulings. If it costs you $20,000 to build a car and I offer you $5000/car, how long will you be in business?
That's the point, Medicare is deciding how much things cost, whether they're in the ballpark or not. Hospitals are closing, doctors are not taking Medicare patients - tell me how this benefits consumers. What do you save when you can't find a doctor?

If a procedure "costs $300", that's how much the providers are asking. And then Medicare has the right, power, and duty to offer a lower price. That's negotiation, and private insurance companies do it too, except they probably don't care to negotiate as hard since they can always make up for it by raising premiums or outright denying coverage - which they do.
Sure, I'll agree that in some cases reimbursement rates can be higher. (ctd below)

(ctd from above) The point is, for over 44 years Medicare has been providing excellent health care to seniors, at lower cost than private insurers ever would (if they'd even cover them at all, which they wouldn't). No, Medicare isn't perfect - there are long-term financing problems (the same as private insurers have) and reimbursement rates could be improved, but the thing works, and I have a strong feeling that if Medicare were a private company you wouldn't have a bad word to say about it.

I have never defended private insurance in any of these arguments. The fact is Medicare was supposed to cost $12 billion the first 30 years - instead it cost $68 billion. If Medicare was a private company, I wouldn't have a bad word about it because it would have been out of business 30 years ago. Unfortunately they have the deep pockets of the American taxpayer - $60 billion in fraud each year - how many companies even make that much? They are negotiating their patients out of the market.

Out of business, right. Insurance companies make millions in profit from NOT doing their job - and I don't see them going out of business at all. In fact, not doing their job keeps them in business. You're right, it's got nothing to do with gov't. vs. private. It has to do with people paying their own money for services, which both systems sever. Look at uninsured procedures (Lasik, plastic surgery) and you'll see the market at work. Procedures getting cheaper every year, people shopping for the best deal. That's what should be happening, but your last statement has convinced me I am watering a dead plant. Don't hold your breath on ObamaCare - nobody wants it - it's DOA.

Lasik and plastic surgery are not procedures that everyone needs or can afford. For actual health insurance, why isn't the market working? Cuz it's better for companies to become giant oligopolies and wipe out the competition. There is no shopping around here.
We agree on one thing - ObamaCare sucks. What we should really have is what works in Medicare (and yes we should crack down on fraud, no question there), in VA, and in every other country that has universal health care. Dont deny reality!

I read your comment again and it sounds like you want to get rid of health insurance altogether and just have people pay doctors directly. Well I don't know if that'd work; there's a reason why health insurance was invented in the first place. It's not like people always have time, energy, inclination, or ability to shop around for doctors, especially in emergencies or in rural areas where there may only be one doctor for the whole town.
It could be better than what we currently have, though.

Because conservatives insisted that the health care reform bill be deficit neutral (which is not necessarily a bad thing. I only wish they had been so mindful of the national debt while Bush was hyping his $2 trillion war,) the decision was made to start stockpiling the cash now, to fund the coming health care expenses. I think it is a fiscally responsible plan. I dont see how conservatives can criticize it without blatant hypocrisy. Democrats act on pay as you go. Republicans never have.

It is true that some benefits wont kick in until later -- but not all, as Thune dishonestly asserts. So yes, I "concede" that. It is a good, fiscally responsible way to proceed.
After 10 years many of the savings will begin to come into play. But, of course, expanding health care to millions more Americans will cost money, duh. Better than corporate war spending, in my view.

Savings are unrealistic, especially if they legalize illegals. Sept 18, Obama stated that access to HC is a reason to legalize them. Thats 12 million more recipients the CBO numbers don't cover.
The war is a money pit, but will eventually end. HC will go over budget (most do), be prone to fraud (medicare) and be administered by beurocrats. The true cost to Americans is not known. That is not fiscal responsibility.

This estimate also came from the same office that got estimates wrong for Medicare, Medicaid, and SSI... just to name a few. The CBO has an aweful record of estimating new programs. Its not completely their fault. The can only do their estimates based on the assumptions given to them by congress in the bill.
Theres lots of reasons to believe the deficit will just go up.

The Congressional Budget Office states that 99% of the benefits do not start until 2014. Watch the UN-EDITED version of the video on youtube - Thune was absolutely correct, and was even generous enough to say "many of the benefits." Why are we paying BILLIONS in tax increases NOW, to only reap 1% of the benefits now? It makes no sense, and clearly shows the Democrats trying to manipulate the system and deceive the American public.

The Federal government has no authority to make people buy insurance. The Constitution grants very limited powers to the Federal government --- very limited. This legislation, assuming the House and Senate versions are successfully merged and passed and then signed by the president, will be challenged all the way to the US Supreme Court. It is a over-reach by the Feds.

It was Franken being deceptive - the VAST majority of the plan does not start for years, yet we will be taxed immediately for the entire package.

Last I checked, Obama and the democrats put over 3 trillion of printed money into the banks, some of which came back, not to be paid back to the fed, but spent on their pet projects instead, or counted against the insane savings they are claiming the healthcare bill will produce.

Really? Are you kidding me? Minnesotans scrape the bottom of the barrel? Minnesota has some of the smartest people. We have some of the best hospitals. Our state has a low poverty rate, fairly low unemployment, and one of the highest states in terms of education.

McCain SUCKED as a candidate. He did NOT suck as a pilot. You lie about his record, in one of his "crashes" his actions were used to TEACH others the RIGHT way to react to emergency situations - another plane exploded NEAR his plane while on deck of a carrier and the moron you are say he crashed his plane.
As for Ventura??? I'm sure he was a great Navy Seal but as a governor he was horrible and since then he has simply gone nuts.

Senator Thine said MANY of the benefits do not pay out in the first 1,400 days. He never said that none of the benefits pays out right away. Al Franken made that up. Then he proceeded to throw a temper tantrum because a republican dared to point out one of the negative aspects of the health care bill. Thats his job! Why in the world would Al Franken think he has the moral high ground here? Hes acting like a small child and pouting because somebody disagrees with his majesty.

He also never said which benefits DO kick in, which is what Franken called him on. If you are going to go out of your way and say "many of the benefits won't kick in until...", then wouldn't it be fair to state which benefits DO kcik in? At least list one or two of them? You know, the "important" ones? But nah, because that would totally f up the senator's agenda.
