Official language of ROC (Taiwan) is Mandarin. However there are minority dialects all over the place, one of the biggest is Hokkien understood by the majority of people. This is common all over Chinese territories. The huge diversity of dialects is one the main reasons for implementing Mandarin as an official state language. Otherwise Chinese from 2 towns dont understand each other.

Taiwanese Mandarin, which is the variety of mandarin spoken in Taiwan, is a dialect of Mandarin, just as American eng and British Eng are dialects of English. Taiwanese (as called by people who speak it in Taiwan) is a dialect of Hokkien (Fujian), which in turn is a "dialect" of Southern Min/Minnan, which is a Sinitic topolect related to Mandarin.
