@Csube you can't "waste" drinking water. The water that came out of that tap had, on average, been through about 7 other peoples taps and toilets before. Water gets recycled really easily.

One of our cats does this too - because he prefers his water like that (and because he enjoys the attention). That does not mean he doesn't have plenty of fresh water - and this video is definitely NOT proof that the cat is badly treated. It seems QUITE healthy, playful and happy to me. :)
