At the end of the day Joe should of been shut Marlo down, he acted too soft when it came to Marlo. Slim noticed it and warned Joe. Joe put his trust in Cheese, he should of seen that coming also. Actually, the police knew about the co-op meetings, but couldn't pinpoint the meeting locations. Furthermore, they could bust in on a meeting, but what would it prove? In order to convict them, they'd have to monitor the meetings. And how can they possibly set up surveillance when the locations are random?

Joe had already been warned about Marlo's aggressive behavior, he even commented on it several times. Avon helped Marlo because he never liked Joe, which was established in Season 3. Joe was also losing power steadily due to lose of territory on the east side. Also, Joe put his trust in Cheese, someone he never suspected.
