As far as I know that would be against the law to hurt the horse. It was probably done through special effects or they may have used footage of a real racing accident? Whatever it is, they would not have been allowed to hurt the horse.

its illegal to harm an animal, the humane society is on set at all movies with animals to ensure they are treated with the utmost care. no animal was injured in the movie. its all special effects.

now horses are trained to 'fall' on command **not flipping, but like fall over sideways etc

My favorite horse movies are Flicka, which I own, Seabiscuit, Ruffian and, of course, Dreamer. I wasn't much of a fan of the Black Stallion movies because I thought that they were horrible adaptions of the books, and then they tried to make several series that had nothing to do with the basic plot of Walter Farley's books. UGH! The books were awesome, though.
