The reason he fights 16's etc is because til recently there were no brackets. Currently there is a lv50 bracket but still 10 - 49 all fight each other. What they did to replace brackets was have lower level players stats be boosted to that of the higher players to even the field.

to people complaining about the level difference: you get a huge buff when you enter a warzone, it basically raises your hp and dmg to the level of a 50 leveled character, but despite that, a lvl 50 will rape any lvl 10-30 because he has better gear, more abilities and more skill points

for those who dont realise... in SWTOR stats are scaled to an approx level when u enter a BG... this means that lvl 1's can have 10k+ hp... also pvp isnt bracketed, all BG's are lvls 1-50.
