He is smaller, has a reflector, can move faster, has a dedicated get out of my hair side+b, his projectiles move faster, start faster, cool down faster, can be canceled faster, and travel further.

Samus has a huge z-air, is more powerful, heavier, can Up+b out of shield, Up+B is cheap, more projectiles than Falco, projectiles are multi-use, better spike.

Falco's reflector cannot be held, has lag, and relfects from the front, reflected projectiles do not double in speed/power/range, lasers are weak, lighter, Side+B is weak and predictable.

Looks like you didn't read the question.

I'm not saying samus doesn't have certain advantages, or that she is incapable of an excellent ranged game against a lot of characters. They just happen to be vastly outclassed or countered by those of Falco.

Playing as a samus main against him is never a pleasant experience.

I think you're all overlooking the fact that Seth did really well to. Seth and Tudor are pretty much tied up in skill, and Seth might've won if he didn't let go at 1:20. And I don't see how Falco can be considered a counter for Samus just becuase of his reflector.
