@jeremykhn The P40's and P42's have always had ditch lights....You must be thinking of the F40PHs. A few got ditchlights installed in 1993 and 1994, but it wasn't until 1995 when the FRA required ditchlights on all engines, when they really began to show up on F40PHs.
They've been running those a LOT this year due to the flooding in ND.
Is that Phase III paint? Only seen one of the Heritage units and that was PI 156 leading four Superliners at Columbus (only they still used two engines).
I remember when the P40's were new my Dad being the railfan he was use to take me out when they were running on the Oakland train. Glad to find this one while surfing Youtube even though I am not a railfan anymore.
That was taken after the P40's got ditchlights. Neat,never seen one with them in Phase III.

Today's Empire Builder has multiple engines and a baggage car. I wonder why this one only had one engine and no baggage car.
