The key point is that the Assistant IGP 25 years ago said that 98% is corrupted. Its at the crux of why Amirul killing, Mohd Afham, Kugan, Teoh Beng Hock, Norizan Salleh etc. are covered up. As RPK says, you can't fix it, you got to put in a system that cures itself or throw everyone out.
