Educated people know that the original Spaghetti Western (Fistful of Dollars) was based on the Japanese film Yojimbo, also spoofed by Miike in this film. They know that Leone and team were sued and had to settle with Kurosawa over royalties because of alleged plagiarism from Yojimbo when making Fistful of Dollars. Miike is clearly playing off both films, genres and cultural aspects - check your facts.

The inspiration comes from two different films: Yojimbo and Django (presumably). I haven't seen the latter film, but the connection to the former is quite strong, with the only difference being setting. The Tale of Heike (and their war with Genji) is a famous story among the Japanese, so the choices there were purposeful.

The obviously fake backdrop and very animated movements have elements of kabuki (or kyogen?), and Tarantino's change in voice is an imitation of the blind Japanese minstrels.

Quentin is in another part of the movie other than the intro... they show him young and the old dude in the wheel chair. I'm sorry but having Tarantino do a Japanese accent was priceless. Regardless... people aren't going to flock to this movie because of QT...they are going to flock to this movie because Takashi Miike is the director and a brilliant one at that. I don't know if anyone has seen his Master of Horror's Imprint but he likes to have bad acting in his some of his movies. I loved it.

Idk I thought it was cool for him to make a small cameo appearance, but if you think about it his part in the movie was minimal so it's enough to make hardcore fanboys shoot their load but not enough to really affect the plot itself. He doesn't really make or break the movie one way or another, but he does bring in a small audience to gain the makers some more cash flow. Doesn't sound like that much of a detriment to me.
