They look like Chinas to me. Africans actually aren't as aggressive.  But, in this case, it looks like they're a pair, so the gander was probably being protective of his goose.

I wish people would stop dumping off their geese in parks!

Yes, they are DEFINITELY african geese! I used to have two of them. <3 The ganders (males) are usually the mean ones; the females are sweet. My two were very sweet girls!
