it's very hard to translate and explain eaither.

i just can say that this is a voice of poem who reading his own poet ZEMESTAN(winter)

The title of this poem is Winter. It's apparently written during the former Shah of Iran's period.Because of the suppressive censorship, the poets coudn't say what they wanted to, so, he (Akhavane Sales), compares the society to a cold winter, whereas everyone is feeling into themselves, and, pretty much you could compare the society to how it was in the Soviet Union under communism. This poem could be adapated to the current dictatorship, under the mullahs, and you could see crimes committed.
