王, 公 and etcs are status of feudal lord in chinese world(中華圈), korea was model follower of chinese culture, so they were member.
China sets one emperor policy, so korea can't got emperor, because they had no power for against china.

Korea was never part of China, it was just forced to pay tribute for only about a hundred years or so and the only time it was conquered was during the Mongol Empire (not annexed) and when Japan took over. Korea used to always beat China in battles during the time of Koguryo.
