It's flash, this video was uploaded on 2006 so he used Marcomedia Flash MX, but if you want this software you might look for an old crack or download, Adobe makes better upgrades for these programs and now there called Flash CS3 or CS4 i use CS4 because it's really good quality, and easy to use to make flash games or flash animations.
